Construction of 48-Unit Accessible Development

INTRODUCTION

Rush Homes, Inc. is issuing this Request for Qualifications (RFQ) to solicit qualifications from qualified general contractors to provide services for the construction of a 48-unit, multi-building accessible development in Lynchburg VA. This development must adhere to Virginia Housing guidelines, including Universal Design and UFAS requirements, and meet Low-Income Housing Tax Credit (LIHTC) guidelines as well as Energy Star, EarthCraft Gold and HIEE. Additionally, the project requires experience with modular construction. The purpose of this RFQ is to identify firms that have the necessary expertise, experience, and resources to successfully undertake this project.

PROJECT OVERVIEW

Project Title: Carolyn’s Place

Project Scope: The project involves the construction of a 48-unit, multi-building, accessible housing development that meets the Virginia Housing guidelines for Universal Design and UFAS compliance, as well as Low-Income Housing Tax Credit (LIHTC) program requirements. The project will also be modular construction to ensure cost-efficiency and timely delivery. The project will also incorporate precast concrete foundations where slabs are not practical. Key Milestones: Detailed design completion, permitting, modular construction scheduling, and project delivery timelines will be outlined during contract negotiations.

Project Location: 1015 & 1019 Pinehurst St., Lynchburg, VA. There will be a new address, Florida Ave, once the 911 coordinator assigns the new address.

SUBMITTAL REQUIREMENTS

Interested firms should submit the following information as part of their qualifications:

1. Firm Profile: A brief overview of the firm, including history, mission, and relevant experience, specifically with affordable and accessible housing developments.

2. Relevant Experience: Demonstrated experience with accessible housing construction, specifically with compliance with Virginia Housing guidelines, Universal Design and UFAS requirements, and Low-Income Housing Tax Credit (LIHTC) projects. Include examples of similar projects completed, clients, and outcomes.

3. Modular Experience: Evidence of experience with modular construction and for affordable housing projects.

4. Key Personnel: A list of key personnel who will be involved in the project, along with their qualifications, roles, and experience related to accessible and modular construction.

5. References: Contact information for at least three references from past projects of similar scope and complexity.

6. Approach to the Project: A brief outline of the firm’s approach to managing the project, including strategies for adhering to timelines, budget, compliance with housing guidelines, and integration of modular construction.

7. Licenses and Certifications: A copy of any relevant licenses or certifications, including those related to modular construction and compliance with Virginia Housing and LIHTC requirements.

8. Insurance Requirements: Evidence of the firm’s ability to meet the required insurance standards.

EVALUATION CRITERIA

Submissions will be evaluated based on the following criteria:

• Relevant experience in affordable housing construction, specifically with Virginia Housing guidelines, Universal Design, UFAS, and LIHTC compliance.

• Proven experience with modular construction and delivery.

• Qualifications and experience of key personnel.

• Demonstrated ability to manage projects on time and within budget.

• Past performance and references from similar projects.

• Ability to meet insurance and certification requirements.
